Alternative Rules Format
Management Rules
1. The association shall be known as - the City Bar Billiards League (Medway Area)
2. The association shall assist in the promotion of bar billiards, in any way economically possible, both locally and nationally.
3. The association shall be an active supporting member of the Kent bar billiards association.
4. There shall be a general meeting held annually between the 1st July and 31st August.
5. Rule amendments may only be adopted at the annual general meeting, or any extra-ordinary meeting so called.
6. Any propositions submitted to an A.G.M. Or E.G.M. In accordance with current league rules, if felt by those in attendance to be worded incorrectly, may be altered at that meeting providing that the final wording is acceptable to the original proposer, and or seconder at that time. If the proposer or seconder are not in attendance at the meeting, no alterations to the propositions as put forward will be permitted.
7. A president shall be elected to serve for a period of one year, to represent the C.B.B.L. (MA) at events involving the league, to include C.B.B.L. (MA) meetings as and when called.
8. A management committee shall be elected to serve for a period of one year and shall consist of the following : -
9. Management Committee: secretary, competition secretary, and treasurer.
10. One member from each registered team within the league to attend meetings as and when called.
11. The election of the above management committee, and the president shall be held at the respective A.G.M. Note: All retiring personnel are eligible for re-election.
12. The officers shall have the authority to invite associate members to undertake specific duties as and when required
13. The management committee only shall receive honorariums. The sum to be determined at the A.G.M.
14. The treasurer shall maintain the accounts in such a manner as to be able to present them at each management meeting as and when called.
15. The treasurer shall prepare a balance sheet for presentation at the A.G.M. Which shall be checked and approved by the management committee beforehand.
16. The treasurer, and one other officer must endorse all payments by cheque. This will be the only form of payment acceptable from the C.B.B.L. (MA).
17. The treasurer and / or secretary can receive payments on behalf of the league, and must issue a receipt for any said monies paid. This money would be in respect of fees owed by teams / individuals in relation to entry into competitions. All monies collected by the secretary must be with the treasurer no later than seven days after the collection, along with a receipt for the same. The treasurer will ensure that all monies collected for the C.B.B.L. (MA) will be banked within fourteen days of receipt, either by the treasurer, or a nominated deputy, this nominated deputy would normally be the secretary, but not necessarily. If a nominated deputy banks any money on behalf of the league, then the paying in book must be back with the treasurer within forty eight hours. This will allow the treasurer to maintain both accurate and up to date records of the finances of the league.
18. The management committee shall be responsible for the following: -
(a) Organisation and smooth running of all competitions.
(b) Enforcement of the rules.
(c) Any and all correspondence.
(d) Give every assistance, where practical, to all registered teams, and / or individuals in the participation of any competitions both locally and nationally, if the said teams and / or individuals wish to participate.
(e) Organisation of the presentation evening.
(f) Organisation of the annual general meeting.
(g) Distribution of any monies received for the benefit of local charities. Note:- the management committee shall decide upon receiving charities.
19. All teams selected for league entry shall automatically be entered for the league cup, league championship, Gillingham cup, Medway Cup, and alternate rules team knockout competitions.
20. It is a condition of league entry that each public house / club shall accept a tin for the collection of money to be distributed to local charities.
21. It is a condition of league entry that each team shall nominate a representative, preferably the team captain, to attend management meetings as and when notified by the management committee. In the event of this representative not being able to attend, a deputy should be sent. Such representatives will have the full voting rights of the management committee and may be required to vote on behalf of their team on any issues arising.
22. Players may be registered for the pairs / individuals knockout competitions by completing the applicable entry form, subject to their eligibility and payment of the appropriate fee.
23. New teams who wish to enter the winter league will pay no fees for the first year only. This rule shall not apply to existing teams moving venues, or existing players from differing teams to join as a new team. Also this will not apply to fees for individual / pairs competitions. In order to monitor this type of situation, the competition secretary will keep a record of all registered players and venues for at least five years. A new team may have a maximum of one registered player to qualify.
24. Entry fees will be decided at the A.G.M.
25. For team competitions, all winning teams will receive five trophies, unless the treasurer is informed at least six weeks prior to the presentation evening, when one more trophy will be available in the cost of the league entry. The requesting team must pay for any extra's over and above that one trophy. Summer league rule will be:- any trophies over and above a total of three, to be paid for by the requesting team.
26. Teams presented with perpetual trophies will be responsible for the safekeeping of those trophies until the next presentation evening, and will return those trophies or replacements before the next presentation evening.
27. Any additions, exclusions or amendments to playing or management rules shall be received by the secretary by the stipulated closure date for the receipt of propositions, to permit the preparation for consideration at the A.G.M.
28. All perpetual trophies are to be returned as and when required for the following year's presentation evening in a clean state. Teams who do not return trophies as such will be liable for the cost of such cleaning as may be necessary. The treasurer is to give each venue at least seven days notice that the trophies are to be collected.

a) A team shall consist of a maximum of five players, except in alternate rules team knocKOuts, when seven players may be played.
b) Once a player has played for one team, they are not eligible to play for any other team during the season (except as provided for in rule (c)).
c) Players wishing to transfer to another team for any reason whatsoever, after playing for one team, must apply in writing to the secretary, enclosing the facts relevant to their application. Wherein the management committee's decision will be absolute and final.
d) Players may be signed on at any time during the season providing rules 1(b) and 1(c) are observed.
e) A team, on application for league membership must register the names of at least five players, registration of additional players will be accepted on receipt of result cards by the secretary, but players signed on during the season, found to be in contravention of rules 1(b) and 1(c) will be liable for disciplinary action, and points gained will be deducted.
f) Team matches are timed to start at 8.15pm but in any event, no later than 8.30pm. Teams causing a delay will forfeit the first leg if this is not started by 8.30pm.
g) Lleague matches, both cup, and championship, are to be played on or before the dates as quoted on the fixture sheets. Postponement of a league match will not be permitted, except in exceptional circumstances as approved by the management committee, which will not include shortage of players. In the event of approve postponement, the side which caused the postponement will be given three reasonable dates by the opposing side, which are to be within fourteen days of the original fixture date. If the postponing team agree to none of these, the management committee will select one of these, and the result achieved on that night will be the result that stands.
h) The team captain will write his team on paper in the order he requires and present it to the opposing team captain. Players must play in the correct order as listed. In the event of a player being absent at the start of their leg, then a substitute may be played.
i) In the event of a captain being unable to be present at the start of a match, then he shall appoint a deputy to act on his behalf. If this is not possible, then the team players present at 8.30pm shall elect someone to act on their behalf for the duration of the match.
j) It is a condition of league entry that all teams will enter the league championship, league cup, Gillingham Knockout Cup, Medway Knockout Cup, and the Alternative Rules Team Knockout Cup.
k) It will be assumed that on league entry, all teams have read these rules and accept them as legal and binding.
l) Any player may be liable for expulsion from a cup competition, if found to have practiced on the opponents / neutral table, on the scheduled date of a cup competition match.
m) All teams entering the C.B.B.L. (MA) will be assessed on ability at a league formulation meeting, and placed in the appropriate division.
n) All protest and complaints must be made in writing and received by the secretary within seven days of the incident. Team captains and any other persons concerned, may then be asked to attend a management meeting, wherein the decision of the management committee will be final, and absolute.
o) Result cards and reporting results:
1. It is the responsibility of both sides in all competition fixtures to competition secretary by telephone / e-mail with the result of each match within forty eight hours of the fixture.
2. Result cards for all team matches, with all sections duly completed, are to be forwarded by both team captains and must be received by the competition secretary within four weeks of the fixture being played.
3. Failure by either party to comply with rule (o)1 will result in the offending parties points not being awarded, or progression to the following round of a knockout competition not taking place.
4. Envelopes and stamps will be provided for this purpose.
5. After the last league fixture of the season, all outstanding result cards must be with the competition secretary within seven days.
2. League Championship Matches
a) A maximum of five legs constitutes a match. Where possible, all matches should be played.
b) Each team will play every other team within the league, once at home, and once away.
c) Each leg won constitutes a point. When teams are level on points, league positions will be determined on matches won.
d) The home team pays for each leg. the away players shall receive the first break in each leg.
e) A ten minute interval will be taken between the 3rd and 4th legs.
f) In the event of two or more teams finishing with identical records in the league championship, the teams will enter a play-off between the teams to determine the eventual winner. The management will decide the format of the play-off, to accommodate any eventuality.
3. League Cup Knockout Matches
a) Each division will play its own knockout competition.
b) Matches will be on a league basis within the respective league.
c) The home team in each match shall receive first breaks in legs 1 and 4, and the away team receiving first breaks in legs 2, 3, and 5.
d) The home team will pay for each leg.
a) Participating teams shall be drawn from all divisions.
b) Matches will be played on neutral tables.
c) Ttable costs will be shared.
d) Captains to toss a coin for "break", the winner to elect taking 1st and 3rd break, or 2nd and 4th break. First or second break in the 5th leg will be tossed for after the completion of the 4th leg. The all england equal time rule shall apply to the 5th leg.
e) In the event of a drawn match, then the aggregate score shall decide the winning team.
a) Participating teams shall be drawn from all divisions.
b) The first named team constitutes the home team.
c) The second named team constitutes the away team.
d) The home team pays for all legs.
e) The semi- finals and final will be played on neutral tables, wherein the table costs will be shared.
f) The away team players will receive the first break, until the semi- finals and final.
g) In the semi-finals, and final, captains to toss a coin for the break, the winner to elect to take 1st and 3rd break, or 2nd and 4th break. First or second break in the 5th leg will be tossed for after the completion of the 4th leg. The all England equal time rule shall apply to the 5th leg.
h) In the event of a draw in matches preceding the semi-finals then the whole match shall be replayed on the away team's table as soon as possible, by mutual agreement of both teams. The competition secretary must be informed of these arrangements.
i) In the event of a draw in the semi-finals or final, then a 6th leg shall be played with the player of each team that received second break in the 5th leg receiving the first break. Nomination of the 6th players must be made before the match commences.
a) Teams to consist of three to seven players drawn from all divisions.
b) All matches are to be played on neutral tables.
c) All table costs will be shared.
d) All matches will consist of five legs, played to the alternative rules format.
e) All matches will consist of three individual legs, and two pairs legs.
f) A coin will be tossed at the start of the match to decide the team receiving all the opening breaks.
g) In the event of a draw, in matches preceding the semi-finals and final, then the whole match shall be re-played on the same table as soon as possible by mutual agreement of both teams and the venue. The competition secretary must be informed of these arrangements.
h) In the event of a draw in the semi-finals or final, then a 6th leg shall be played, with the individual nominated by each team. A coin is to be tossed to determine the opening break. Nomination of the 6th player must be made before the start of the match.
a) Each division will run it's own individuals cup competition.
b) To allow players who play for the same team and are so drawn against each other in individual competition to play on their home table, and not on a neutral table. All other matches will be played on neutral tables.
c) Table costs are to be shared.
d) Matches will consist of three legs up to and including the quarter-finals. Semi-finals and the final will be played over five legs.
e) In the event of a draw, then the match shall be considered void, and referred to the competition secretary for re-arrangement.
f) In the rounds up to and including the quarter-finals, players will toss a coin for the choice of break in either the 1st leg, or the 2nd leg a coin will be tossed again in 3rd leg, which will be an equal time game.
g) Where two matches are scheduled on the same table, starting times will be:- 8.00pm and 9.30pm. Where three matches are scheduled, the starting times will be:- 7.30pm, 8.40pm and 9.50pm. Where only one match is scheduled for a table, the start time will be 8.30pm.
h) Matches must be played on the nominated tables, and no later than the circulated date.
i) The semi-finals and final shall be played on the stipulated dates, unless the competition secretary give prior approval.
a) Each division will play their own pairs knockout competition.
b) Pairs permitted to be entered are from teams, or a mixture of teams within their division.
c) All matches are to be played on neutral tables, and the table costs are to be shared.
d) Matches are to consist of four games. In the event of the result being 2-2, the pair with the highest overall aggregate shall be declared the winners.
e) In all games, the opening break will be limited to 2500. If this score is exceeded, then the break is forfeited. On completion of the opening break, both balls will remain on the table, and the game is to continue as normal. There will be no restriction on any ensuing breaks.
f) The team captains will toss a coin for the choice of break A1 or B1, and the sequence of play shall be:
a) Game 1:- A1 to receive the break, - B1, - A2, - B2
b) Game 2:- B1 to receive the break, - A1, - B2, - A2
c) Game 3:- A2 to receive the break, - B2, - A1, - B1
d) Game 4:- B2 to receive the break, - A2. - B1, - A1
a) Players can be entered from any division, or a mixture of divisions.
b) All matches are to played on neutral tables, with the table fees shared.
c) Matches consist of four games. In the event of the result being 2- 2, then the pair with the highest overall aggregate shall be declared the winners.
d) In all games, all the breaks shall be limited to 2500, and if this score is exceeded, then the break shall be forfeited.
e) Team captains will to a coin for the choice of A1, or B1, and the sequence of play shall be:
a) Game 1:- A1 to receive the break, - B1, - A2, - B2
b) Game 2:- B1 to receive the break, - A1, - B2, - A2
c) Game 3:- A2 to receive the break, - B2, - A1, - B1
d) Game 4:- B2 to receive the break, - A2. - B1, - A1
10. Generation Pairs KO Competition
a) Pairs are to consist of parent, with son, or daughter, or grand-parent with grandson, or grand-daughter.
b) Entries from a mixture of divisions are permitted.
c) All matches are to be played on neutral tables, and all table costs are to be shared.
d) In all games, all breaks shall be limited to 2500, and if this score is exceeded, then the break shall be forfeited.
e) Matches are to consist of four games. In the event of the result being 2-2, then the pair with the highest overall aggregate shall be declared the winners.
f) Team captains will toss a coin for the choice of a1, or b1, and the sequence of play shall be:
a) Game 1:- A1 to receive the break, - B1, - A2, - B2
b) Game 2:- B1 to receive the break, - A1, - B2, - A2
c) Game 3:- A2 to receive the break, - B2, - A1, - B1
d) Game 4:- B2 to receive the break, - A2. - B1, - A1
11. John Burford Memorial KO Competition
a) All matches will be played using the alternative rules format.
b) Entrants will be drawn from all divisions.
c) All the table costs are to be shared.
d) Matches will consist of two legs up to, and including the quarter-finals. Semi-finals and final will be played over four legs.
e) In the event of a drawn match, then the overall aggregate score shall determine the winner.
f) In the rounds up to and including the quarter- finals, players will toss a coin for choice of breaks in either the 1st leg, or the 2nd leg. In the semi-finals and final, players will toss a coin for the choice of breaks in either 1st and 3rd, or 2nd and 4th legs.
g) Matches must be played on the nominated tables. The matches may be played earlier, but not later than the circulated date, providing both players, and the venues agree.
h) Semi-finals and final will be played on the stipulated date, unless prior approval of the competition secretary is obtained.
12. All England Equal Time Rule
The table time should be established and agreed before the start of the final game.
Should the first player consume in excess of half the agreed time with their opening break, the second player shall be permitted "equal" time for their opening break, in an attempt to pass the first players opening score.
Further coins should be inserted before the second player commences their break.
Once extra coins have been inserted, the game shall be over when:-
a) The second player exceeds the first players opening score
b) The second player has consumed the agreed equal time
c) The second player breaks down on his opening break
a) Each frame shall begin with a triangle of six white balls, with the apex ball being placed on a spot at a distance of five and one quarter inches from the centre of the one hundred hole, towards the rear of the table.
b) The player with the opening break shall attempt to hit the pack of white balls from the "break" spot on the "d" and all subsequent shots must be played from the "break" spot on the "d".
c) Twice the scorer or marker will warn players, that the cue ball is not on the spot. Thereafter a foul will be called, and a loss of break penalty will be incurred.
d) During the leg, the black skittle shall carry a loss of break score penalty, until the "last ball shot" where in the black skittle will carry a penalty of loss of entire leg score.
e) Scoring will be as per normal all England rules.
f) If a player succeeds in potting all available balls, then the scorer or marker shall place the triangle of white balls, once again, on the appropriate spot at the rear of the table.
g) If, after the bar has fallen, there are insufficient white balls to form a triangle, then the remaining balls shall be set from the apex ball towards the rear and right of the table, until all balls are used to form a part triangle.
